I purchased insurance on a jacket I was sending yesterday and took the package up the usps desk. The post office lady said that even with insured items they do not scan until delivery, that it is now usps policy. So I'm not sure insurance would have helped in this matter (or any matter that involves an item getting lost).
I think that filing a claim should have been a last resort thing. If I was the seller, I would have refunded the money after a reasonable amount of time and expected the bags to be returned if they ever showed up. Unfortunately, because insurance wasn't purchased by the seller, she is the only one who will suffer from this in the end!
Now that I have read EVERY post on both of these threads, I think bringing it here, so soon, was a bad judgement call. This should have been handled between buyer and seller and never brought to a public forum.
