Smallest size available : online usa is different from france

I am wondering why diesel online store US offers jeans waist sizing from 26, when it starts from 27 for europe.
Same comment about garnments for instance jacket is offered from XS in the usa, S in europe.
Cultizm often has size 26, when asos or ssense only carry size 28 to start, and only L32 for ssense.
Why ? I do not think that european and american people has different measurements statistically speaking : i have always been told that american adults were tall, not mentioning the fat factor, but the smallest waist sizes are on diesel US !

Brands frequently offer different size scales for different markets. I am surprised that they offer a smaller scale for items in US stores since I do think Americans tend to be larger. I do know that some manufacturers use different size models for different markets, so a large in one market is not the same as a large in another market.

As for individuals stores, I know that they also offer their own size scales. Some stores do not offer the entire line of sizes that a brand/collection makes, rather what they think will best suit their customers. (Ex. a shop only selling 24-29 size range of a brand when the brand offers 23-32 size ranges)
