Are Sample Sale Websites Really Deals?

I have read an article recently stating that some sample sale websites don't really hold deals as they used to. I wont name which, but I have noticed that you can find better deals in the sale section as opposed to sample sale websites. Also most regular online shops now offer free returns and shipping while sample sites do not. Have any of you guys opted to for just the sale section oposed to sample sites?

By sample sites do you mean like Rue La La? They never get the brands I like. Some do but when they do get the brands I like the stuff is bunk.

I typically only shop the sales at department stores. I've found that the majority of items for sale on sample sale sites and at discount stores (Marshalls, TJ Maxx and Nordstrom Rack) is actually special purchase, meaning it is made from left over product from the manufacturer or defective/irregular goods.Basically, it's an inferior good with a designer label slapped on it.
