I would think Honest Mall is somewhat responsible for this ripoff IMO they are the ones that have the lack of control of what happens.
Of course there is not a way to guarantee legitimacy but a minimum of posts or time that a member has on the forum could be a factor to let someone post an item.

+1 Good idea. The chances are if there is a required post #, they will spam if they are just posting to meet the required posts to sell an item. Then we know they are scamming, and we can ban them

The same can happen on eBay or any other site like that. The buyer is responsible on who to trust and who not. PayPal can give security to some extent. But still, you have to carefully choose the people you want to deal with.

Doing a cc chargeback should be the very last resort, btw. and only done if PayPal decides to the buyers favor, but claims to not be able to get the money back from the sellers account as its empty. PayPal hates cc chargebacks even more then disputes and claims and might ban the buyer from using PayPal if he (in their opinion) abuses the cc chargeback.

There are many postmarks by Deutsche Post ,
it can be verified by official organization.
