nobody ever undercharges at checkout.

ever buy a lifebooker, or groupon, their merchants charge you tax on pre discount price.  

That is like buying a 100 dollar sweater on sale for 10 but paying 8 dollars in tax.. the sweater is 10.  how can they charge 8 in tax.  are they paying the state that tax.  lifebooker, groupon, gilt, amazon local are parties to this.  they set it up to the client to pay tax at the establishment.  they are coaxing.
