Every college's Greek system (assuming they have one) will be different from the rest. I know UO has a pretty much dead Greek system when it comes to parties, because they're all Dry and OSU, the school I go to has a much more livelier party scene in general -- only a few houses are Dry.
The frat parties that suck around here are the ones that end up happening spontaneously through phone calls, and then it's usually just a bunch of close friends and their friends but if they're planned functions and listed theme parties they're really fun -- but you kinda have to know people too. These is why I think people need to live in the dorms Freshman year, to meet and network with people because obviously, doesn't matter how dressed up or packed the party gets, you really won't have any fun if you don't know a lot of people.
