Ok first of all your paypal does not accept payments and still doesnt!!! What time did you waste? Im the one whos time you wasted trying to send payment.

not true. he promised to send a payment but took another 2 days. he asked me to send a money request again but paypal froze my account due to bank account issue around same time and the money request was canceled by paypal.
the buyer said he still plans on sending a payment, so i put this matter in priority and took care of it so i can receive a payment from him.
i set up another account and tried to fix my existing account(which was fixed eventually),reminded him to send a payment. he ignores my first message. i pmed him again and he said he'll send a payment. it's been almost 10 days since he said he'll send a payment but i haven't heard from him or received a payment.
please get your facts straight. the buyer is clearly a flake and he only left a negative feedback to get back at the buyer. the buyer did nothing wrong but wait patiently. the buyer had no intention of buying them but gave the seller run-around. paypal account not being working has nothing to do with this case. he was given a few option to send payment but decided not to come through with it.
